Timothy J. Peirson-Smith,
Managing Director

Tim arrived in Hong Kong in 1990 and founded Executive Counsel Limited in 2003.

Trained as an environmental scientist, in the 1980s, it has been said that Tim was on the first wave of environmental consultancy in the United Kingdom, specialising in environmental impact assessment and public engagement for mega projects, such as the Channel Tunnel Rail Link.

Always prescient, Tim arrived in Hong Kong in 1990 to announce the dawn of green awareness in Asia and advise Government on environment, EIA and public engagement. He then joined Environmental Resources Management (ERM) to establish the environmental consequence of many of the decade's major and mega infrastructure projects, including the new international airport, newtown, railway and port developments, an offshore wind farm, a LNG facility and Hong Kong Disneyland.

After a hard day in the office, he gladly meet with the community and NGOs in public engagement programmes to explain potential developments and to hear the public and stakeholders' views and to bring their wisdom, expertise and local knowledge into studies for project betterment purposes.

Tim also works in public affairs, government relations, brand building and protection working with Asia conglomerates and multinational corporations. Tim provides advice to executives and company boards throughout Asia, and act as a conduit between corporate and government worlds to build and protect brands. 

Tim wears white shirts and dark suits during the week and loves, but does not excel at, bird watching, hiking,  running and swimming, and is still grappling to learn to play his beloved ukulele. 

Tim founded The British Chamber of Commerce in Hong Kong's Environmental Committee in 2005, chaired the Chamber's think tank (Business Policy Unit) 2007-2016 and has been elected to their General Committee since 2005. In addition, Tim is former chairman of the think tank Project Chambers and is proudly Vice Chairman of Royal Geographical Society (Hong Kong) and a member of their Schools Outreach Programme committee, which endeavours to promote an appreciation of geography and the world around us in Hong Kong schools. 

Sinria Tam, Senior Public Relations Consultant

Sinria is a trilingual consultant, who provides professional insight to our wide range of clients from different sectors including listed companies, public bodies as well as organisations around Asia.

Sinria graduated from Hong Kong Baptist University with a First Class Honors Degree in Chinese Language and Journalism. She was previously a reporter and TV anchor who worked for i-Cable TV, ATV and Sing Tao News, which rich media experience, she has built up solid written skills, interpersonal skills and an enviable media network. Prior joining Executive Counsel, she has worked for a listed company in Hong Kong as a Media Relations manager and successfully brought the company into spotlight of media with positive reports on paper / TV. 

Sinria is a passionate animal lover, and she dedicates most of her leisure time working as a volunteer for Hong Kong Animal Post. She keeps two pampered and gorgeous cats at home, Willow and Charlotte, who she treats as both daughters and best friends.

Jay Cheung, Senior Public Relations Consultant

After attaining Psychology Degree at the Chinese University of Hong Kong, Jay was a world news reporter in local TV broadcast station, in which he developed strong language skills. Before joining Executive Counsel Limited, he gained valuable exerience in policy research and advocacy in local think tanks. In addition to bringing public and professional opinions to the Government, he assisted intellectuals and professional bodies to establish cooperative relationships with social community and business parties to foster knowledge transfer. Wide exposure in meaningful public engagement is another key strength and asset. 

As a culture lover, Jay is passionate about local community betterment and development. He spends his downtime and weekends writing film and book reviews. He is also a voluntary editor and writer of a Japanese popular culture magazine showcasing manga, which was founded by a preeminent Hong Kong cultural sociologist. 

Iris Choi, Public Relations Consultant

As a PR Consultant, Iris provides specialist advice and insight to both public and private sector clients on different issues.

A Graduate from the Chinese University of Hong Kong as in translation, Iris is well-trained in communication. After graduation, Iris spent 2 years in London, where she worked as an Investigation Specialist at Amazon U.K.. She has gained valuable experience by communicating with people from different cultural backgrounds, handling numerous projects, cases and complex escalations. 

Iris loves travelling and meeting people. Her favourite destination, to date, is the Tatra Mountains, which is part of the Carpathian mountain chain in eastern Europe, which creates natural border between Slovakia and Poland where she went on a fascinating hiking adventure. She enjoys hiking and exploring the natural beauty of Hong Kong in her leisure time. 

Louis Kwong, Public Relations Consultant

As a Consultant at Executive Counsel, Louis delivers both Public Affairs and Public Relations expertise and professional opinions and insight to a wide range of public and private sector clients. 

As a graduate from the University of Hong Kong with the major in Politics and Public Administration, he actively organised various student events with great results, which has equipped him with an enviable knowledge and insight into the Hong Kong political landscape and its complex current affairs. Louis also spent half year separately in Switzerland and Taiwan as an exchange student during his last year of university study. Having experienced different cultures and education from West to East, he has definitely broadened his vision and horizons.

A passionate traveller, Louis prefers exotic countries and places, including North Korea, Mongolia and Chernobyl in Ukraine, to more popular travel destinations. The more he explores the 'off-the-beaten track' destinations, the more he is truly fascinated by the mysteries and hidden secrets and stories behind them.
